About

EDC exists because a Canadian company selling into a foreign market carries risks a domestic sale does not: a buyer who may not pay, a bank that will not lend against a foreign receivable, a working-capital gap that opens the moment the order is won. Its mandate, set out in the Export Development Act, is "to support and develop Canada's export trade and Canadian capacity to engage in that trade and to respond to international business opportunities."

It does that with trade credit insurance, loans and guarantees to exporters and to their foreign buyers, equity investments, and market intelligence. It is wholly owned by the Government of Canada, reports to Parliament through the Minister for International Trade, and describes itself as financially self-sustaining rather than appropriation-funded. FinDev Canada, Canada's development finance institution, was created as an EDC subsidiary in 2017.

For Canadian tech companies the relevant part is the technology practice. CJ Hervey, EDC's senior relationship manager for media and technology, took the Boast Funding Stage at TechTO during Toronto Tech Week in September 2025 for a fireside on international expansion with Adam Rivietz of #Paid — how to think globally, and what founders seeking funding need to know before they sell abroad.

Backers

Not venture-backed. EDC is a Crown corporation wholly owned by the Government of Canada, reporting to Parliament through the Minister for International Trade, and describes itself as financially self-sustaining.
