Numeris

Numeris measures what Canadians watch and listen to. A not-for-profit joint industry committee owned by its members, it runs the panels and meters behind the country's television and radio audience currency, and is rebuilding that measurement for streaming and cross-platform viewing.

About

Numeris exists because broadcasters, advertisers and agencies need one set of audience numbers all of them will accept. It is structured accordingly: "a not-for-profit Joint Industry Committee (JIC)" owned by its members, which "leads the development and delivery of audience measurement solutions answering the needs of the Canadian media industry and aligned with global standards." That governance is the product as much as the data is — a currency works only if the buyers and sellers both trust who keeps it.

The measurement runs on people who agree to be counted: a radio and TV meter panel, an online TV panel, a multimedia panel, and radio diary respondents. The problem it now describes is fragmentation — audiences "constantly jumping from one platform or device to another," which breaks a measurement system built for scheduled broadcast. Its answer is a set of cross-platform products: National VAM and Enhanced TAM for video, Radio Local+ for local audio, and OneLook for a single view of the Canadian video landscape.

The organisation began in 1944 as the Bureau of Broadcast Measurement, became BBM Canada in 2001, and rebranded to Numeris on 19 June 2014. It works from 1500 Don Mills Road in North York, Toronto. Recent moves include bringing YouTube and Snapchat into its National VAM solution in 2026, and naming Bryan Segal — a TechTO MarketingTO speaker in 2019, then at Comscore — Head of Growth Strategy that June.

Backers

Member-owned and not-for-profit. Numeris is a tripartite joint industry committee whose members and licensees are Canadian broadcasters, advertisers, agencies and related organisations; it has no investors.
