Pattern Pulse AI does two things that feed each other. The consulting side writes internal and public-facing AI policy for public-sector organisations, private companies and non-profits — governing how an organisation uses AI, documenting how decisions get made, and managing the operational and legal exposure that follows. The research side is what the policy work rests on: a body of papers examining where large language models break down and what that means for regulation and procurement. Its core framework is published as "Evans' Law", now in a 7.0 revision that models reliability as a three-dimensional surface with a task-rigidity axis, alongside papers on how coherence limits surface as hallucination, semantic drift and false confidence in deployed systems, and a series on AI sovereignty. Jen Evans, who earlier co-founded the content-analytics startup SqueezeCMM and the advocacy group Tech Reset Canada, is its principal.
