About
Publicus is a Toronto company building the data and intelligence layer for Canadian government procurement. Its AI platform monitors tenders across many government websites, surfaces suitable opportunities, and is adding proposal generation to automate work that traditionally takes weeks. Co-founder and CEO Joe Noss spent three years at Deloitte on government technology projects, where he saw procurement complexity favour large firms over capable small businesses. He told the TechTO Together Toronto stage in November 2025 that Publicus, incorporated for under a year, had already secured a federal sole-source contract. The company is part of Innovative Solutions Canada and listed on the Government of Canada AI Source List.
